  Currently involved in health systems research, public financial management, strategic purchasing, costing of health services and technical support to roll out Pradhan Mantri Jan Arogya Yojana (PM-JAY) in select Indian states. Currently leading three grants, of which one is for supporting the Government of Assam in strengthening their Public Financial Management System, another for building a consortium of health systems researcher in India and one for costing the primary care services in India. Tushar is also actively engaged in stakeholder management, partnership building and resource mobilisation.

  As a founding member of the National Health Accounts Technical Secretariat of India since its inception, Tushar has contributed to 4 consecutive rounds of health accounts under the Economic Advisor to Ministry of Health and Family Welfare (MoHFW), Government of India. Developed toolkit on “Public Health Expenditure Tracking for policy support”, and trained 12 State Government officials on tracking health expenditures. Evaluated the Financial Management systems of Haryana, Gujarat, Manipur, to name a few. Evaluated healthcare service delivery schemes in several states managed in Public-Private Partnerships. Developed UHC Baseline Research Tool kit piloted in UHC pilot districts across India.
